Residents, contractors, developers, and utility companies doing business in the City of Highland can now apply online for Encroachment, Street Opening, and Transportation permits at any time through our permit portal. Please fill out all information on the portal application and upload all applicable documents including insurance, City of Highland business license, and contractors license 

Invoice will be sent to the email address provided once application has been reviewed
