Building & Safety and Fire Permit Portal
Homeowners, contractors, developers, and the general public conducting business in the City of Highland can now apply for Building and Safety as well as Fire Prevention permits at any time Online
Please read carefully before submittal and be sure to have the project information and necessary documents.
Note: If you have started the Electronic Permit process, we ask that you continue with your project submittal electronically.
1. Visit the Building and Safety / Fire Prevention permit portal by clicking the link:
- Click on the icon for "Building Permit Application"
- If you're a contractor already in our system, you can search for your contractor’s name in the search area.
- If your contractor's name is not in the search field or if you are an "Owner Builder," you can still create a permit by leaving the field blank.
- Fill out the remaining project fields and applicant information.
- If you are an owner builder and using a licensed contractor, please include the contractor’s information in the fields for “Contractor, Architect, and Engineer Information.”
- Upload your plans, calculations, and product specifications.
- Upload your Declarations*.
- The declarations must be filled out and signed by the Licensed Contractor or a person listed in association with the License as shown on the Contractors State Licensing Board (CSLB) (https://www.cslb.ca.gov/). Contractor declarations are available here.
- If you are an owner, please fill out the Property Owners Package by Clicking Here. and Declaration page by Clicking Here.
*If you are an agent for either party, you will need to have a form notarized for authorization to act on the contractor or the owner's behalf.
6. The Building & Safety Staff will review the information for completeness. - Please allow for 1 - 3 business days for processing, although most applications are processed the same business day (or the next business day in the case of after-hours submittals).
- The applicant will receive an email requesting any missing information; or
- The applicant will receive an invoice to pay the applicable fees. A link to pay the fees will be provided within the invoice.
- The applicant may receive a response for additional information or missing documents to be provided, along with the fees to be paid. If so, please follow the directions in the request
7. Once fees and all appropriate documents have been collected and the project is approved for permit issuance, the applicant will receive a link to the Job Card, approved plans, and any other relevant documentation needed for the project site.
