Code Update bulletin - 2025 codes

The Building & Safety Division regulates the construction and occupancy of all residential, commercial, and industrial buildings in order to ensure compliance with construction-related laws, codes and standards, and local building ordinances.

Our goal is to protect the health, safety, and welfare of our residents and visitors through the equitable enforcement of building standards, which serve to safeguard our constructed environment, ensure sustainable facilities, and enhance the quality of place for our community.

Building & Safety performs plan review for all commercial, industrial, and residential projects in the development process which include new structures, additions, and remodeling of existing buildings within City limits. Field inspections are performed to verify compliance with architectural, structural, plumbing, electrical, mechanical, energy efficiency, accessibility, green building standards, fire, and life-safety requirements.

NOTICE:

The City of Highland Is currently Open To The Public Monday – Thursday 7:30 am – 5:30 pm for Permit Issuance & Plan Check Submittals. 

Fire Hazard Severity Zone Map

In accordance with State Assembly Bill No. 337 and State Senate Bill No. 63, the City of Highland is posting this “Local Responsibility Area Fire Hazard Severity Zones Map” published by the State Fire Marshall on March 25, 2025, for public review and comment.  The City is required to adopt this map by ordinance within 120 days of receiving this State Fire Marshal recommended Fire Hazard Severity Zone Map.  Prior to the City Council adoption, a public hearing notice will be posted in accordance with city policy at least ten (10) day prior to the public hearing date.  Should you have questions or comments, please email them to publiccomment@highlandca.gov or the City’s Fire Marshal at csanchez@highlandca.gov, or call (909) 864-6861, Ext. 248.
