Public Works / Engineering
The Public Works Department administers an array of services, funneled through the Engineering and Public Services divisions. Supervised by the Public Works Director, the department implements the goals and objectives established by the City Council, while responding to residents’ concerns and administering citywide programs, contracts and capital improvement projects.

CAPITAL IMPROVEMENT PROGRAM (CIP)
The Capital Improvement Program (CIP) is a program designed for the development of long-lasting investments in the City’s infrastructure. Such improvements include: bridge, interchange, pavement management, drainage, traffic signal, trail, street improvements, & sidewalk projects. The City maintains a five-year outlook of its capital improvements through the Five-Year Capital Improvement Program, and is estimated to be more than $239 million. The CIP serves as a critical planning tool to help establish, prioritize, organize, and fund the City’s investments in the community.
CAPITAL IMPROVEMENT PROJECTS for 2025/2026
FY 24-25 CDBG Pavement Improvement Project
This project rehabilitated pavement on various streets throughout the city. The scope of work included milling, full-depth asphalt removal and replacement, utility cover adjustments, pavement striping and marking, and asphalt overlay.
The following street segments were improved:
- Cunningham Street: 6th Street to Cypress Street
- Flemming Street: Cunningham Street to Colwyn Avenue
- 7th Street: Cunningham Street to Colwyn Avenue
- Hibiscus Street to Colwyn Avenue
- Union Street: Elmwood Court to De La Rosa Avenue
- Elmwood Court
Highland Regional Connector
This project rehabilitated pavement, upgraded curb ramps, and installed bicycle markings and signage to enhance pedestrian and bicycle connectivity to Arroyo Verde Elementary School, Highland Grove Elementary School, and Beattie Middle School.
Improvements were completed along the following street segments:
- Orange Street from Greenspot Road to Tonner Drive
- Tonner Drive from Orange Street to Glenheather Drive
- Streater Avenue / Glenheather Drive / Love Street from Base Line to Church Street
- Love Street from Church Street to the east end of the cul-de-sac
Construction was funded by a $702,000 federal Carbon Reduction Program grant. City staff coordinated with Caltrans to secure all necessary approvals to complete the project.
This project implemented several improvements along Greenspot Road between SR-210 and Boulder Avenue to enhance traffic operations and support future developments within the Greenspot Specific Plan area.
Completed improvements included:
- Restriping the westbound SR-210 on-ramp to add dual right-turn lanes and installing traffic loop detection.
- Modifying the existing traffic signal at the Access "A" intersection to support dual eastbound left-turn lanes and future southbound traffic from planned developments.
- Altering the existing raised landscape median to construct a 300-foot dual eastbound left-turn pocket at the Access "A" intersection.
2025 Arterial Resurfacing Project
This project is resurfacing arterial streets citywide, including grinding, localized repairs, asphalt overlays, utility adjustments, and new striping.
Key safety improvements include:
- Bike lane upgrades with buffers and green paint
- New flashing beacon at Greenspot Rd & Club View Dr
- Bus stop paving on Orange St & Greenspot Rd
- "Keep Clear" markings at key intersections
- Restriped left-turn lanes and improved alley access
Sections of Greenspot Rd and Park View Ln are deferred due to planned storm drain projects.
9th Street Transit Stops, Sidewalk & Bikeway Improvements
(Eucalyptus Dr to Victoria Ave)
This project widens 9th Street on the south side, adding new pavement, curb and gutter, sidewalk, driveways, and upgraded bike lanes. A legal right-of-way issue delayed the start, but condemnation proceedings have been completed and construction is now moving forward.
Natural Parkland Trail Renovation
This trail project, located north of Base Line near Aplin St, includes trail repairs, new connections, trailhead facilities, and native landscaping. Funded in part by the FHWA Recreational Trails Program, the project is now in the construction phase after completion of design and environmental review.
