Ethics and Fiscal Training
Ethics Training (AB 1234)
Assembly Bill 1234 requires elected officials, appointed officials, and designated employees of local agencies to complete ethics training every two years, as specified in Government Code§ 53234. This training is intended to ensure individuals who serve in decision-making or advisory roles understand the ethical standards and legal obligations that apply to public service. Ethics training generally covers topics such as conflicts of interest, gift limitations, incompatible offices, misuse of public resources, transparency and open-government laws, and other legal requirements governing the conduct of public officials and public employees.
Fiscal and Financial Management Training (SB 827)
Senate Bill 827 requires specified elected agency officials, appointed officials, and designated employees who have authority over, or provide recommendations related to, public finances to complete fiscal and financial management training, as codified in Government Code §53238. This training is designed to provide participants with a foundational understanding of public agency finances and fiduciary responsibilities. Topics generally include public budgeting and accounting principles, financial statements and audits, revenue sources, expenditure controls, internal controls, debt and capital financing, and the legal and ethical responsibilities associated with the oversight of public funds.
Together, these training requirements ensure that individuals involved in public decision-making and financial oversight are equipped with the ethical awareness and financial knowledge necessary to fulfill their roles responsibly and in the public interest.
