Administrative Services

The Administrative Services Department plays a vital role in supporting the City of Highland through a broad range of administrative, financial, and operational services. Core responsibilities include finance, budgeting, accounting, risk management, information technology, and human resources. The department manages various grants, coordinates all external financing, oversees the investment of city funds, and prepares both the annual operating and capital budgets, along with the City’s financial statements.

The department also handles purchasing, yard sales, fee studies, and the administration of business and animal licensing. It is responsible for maintaining accurate financial recordkeeping and reporting for cash management, accounts payable and receivable, and capital project accounting.

The department is further responsible for CFD (Community Facilities District) reporting and maintenance, ensuring all related financial and administrative obligations are met in accordance with legal requirements.

Finally, the department manages the financial reporting and recordkeeping for the City of Highland Successor Agency to the former Redevelopment Agency and the Housing Authority, maintaining full compliance and accountability in all financial matters.
